Represented by the rapid progress of Internet technology wave profoundly change the world, the connection between the network public opinion in the technology wave background appears increasingly important. So the strong trend not only reflects the Chinese society since the reform and opening since 1978 effective change, and also reflected the political communication in the information globalization led to change. A new architecture called "Internet politics" model proves that the network fully contact with politics. Diplomatic decision-making, as part of the national top level design, in the increasingly open pluralistic society must also is in the process of the affected by the network. "Diplomacy is a continuation of the interior," the foreign policy of a country depends on civil society, civil society is the birthplace of national foreign policy,diplomatic behavior in domestic social perspective countries has become a research path of related scholars. In the new era of China’s foreign strategy, the Chinese government leaders constantly stressed in diplomatic work to two overall situation as a whole at home and abroad.In this paper, the concept and characteristics of network public opinion to clarify,since the reform and opening-up and information globalization, China’s foreign decision making mechanism, evolution process and the characteristic of network public opinion and China’s diplomatic decision-making are analyzed in detail in theory and reality exists in the two kinds of state relations, through the shallow edge sex relationship, from the Angle of the main body interaction further analysis of the influence of public opinion for diplomatic decision-making, and USES the empirical analysis of a variety of ways. The analysis of the Diaoyu island crisis of 2012, on the basis of network public opinion, as to the compound impact of diplomatic decision-making process variables, and summarize the final conclusion: are the framework of the strategic national mobilization of relations betweenthe both from the macro research as a whole.
