The Influence Of Network Public Opinion In The Government Decision-making Research

As the rapidly development of the Internet, it is become the new way for government to collect the wisdom and the will of the people in China. It is also the good place to involve them to political affairs. With expansion of network influence and importance of network public opinion increasingly, the network public opinion play an essential role in government decision-making, and become another significant think tank to promote our country’s political democratization process. The network public opinion realized to liberate the public rights of expression, and increased government decision-making of democracy, science, and effectiveness. It also promoted the image of the government, and to enhance its credibility. The network public opinion changing the government administrative way and putting forward higher request to government. In recent years, as the Internet hot issues emerging endlessly, there is a subtle change between the network public opinion and the government. Because of the government pay much attention on the network public opinion, which are lead challenges to government rights and over it to kidnapped government decisions. The false and irrational information in the network of public opinion can make not good credibility, and lead colony accidents in network space. The network public opinion cannot represent all the public wishes. So, in government decision-making, there is a new topic emerging:how to identify the network public opinion and regards it as the basis of government decision-making.This article reviewed the previous research achievements, and analysis two hot issues in unique visual of government decision-making, this paper concludes that the government succumbs to the network public opinion to lead department offside, vacancy, or even challenge the authority of the laws and rules. For the increasing of the network public opinion effects in government decision-making, avoiding the negative parts and proposing the measures, the author will research it in three:the government, the network media, and the netizen. The government should improve the identify ability of the network public opinion. The network media should increase their authority. The netizen should cultivate self-discipline consciousness. So, the government not follow the network public opinion blindly, the network information improve its credibility, and the netizen enhance their moral and legal consciousness. The affection of network public opinion is to more scientific and effective. The author in this study is start to the negative effects of the network public opinion, it has a certain novelty. So, the mainstream views as follows:The first chapter presents the research object, the theoretical basis and the paper structure. The second chapter mainly through the definition of public opinion to distinguish three concepts, which are the network public opinion, the network public polls and the public opinion to analyze the different characteristics between them. In the third chapter, as the influence of the network public opinion to a starting point to discuss the network positive impact of the network public opinion in the government decision-making. The fourth chapter through the above two cases to analyze the network of public opinion extreme development situation in recent years and to bring challenges to the government decision-making. The chapter five gives the government’s suggestion to increase in the influence of the network public opinion. The important thing is the government to identify the network public opinion, eliminate the false information, and pay attention to the network information safety, this need to solve by technology and management.
