Research On Dongguan City Community Care Model Of City’s Pension

The community care service for the aged involves people’s fundamental interests, and is the public-heart project of our party and state. In 1999, China has entered the aging society, the number of elderly increases every year, and many elderly people live alone and the empty nest families also increase. So it is urgent to improve in-habitation environmental quality of the old people and require community care service as an important guarantee for old people. The aging rate of Dongguan is far higher than the national level, do advance the aged service industry and lift the service level for the aged have become a key problem of Dongguan as soon as possible. This problem, if without solutions of dealing with it, the harmonious development of Dongguan may be affected negatively greatly. The community care model of city’s pension combines the advantages of household pension and institutional pension, which has many merits of conforming to traditional ideas, low-cost construction, meeting demands of the elderly and creating employment opportunities, is just cater to the developing requirement of Dongguan.This article consists of five chapters:The first chapter is the introduction, which introduces the research background, significance, methods, innovation, and the domestic and foreign research achievements on the community care model of city’s pension. The second chapter is the summary of the community care model of city’s pension, which introduces the conceptions of community, urban community, community care for the aged, illustrates the theory of community care, community security and community service, and also analyze the necessity of construction the community care model of city’s pension, all these laid the theoretical foundations for this paper. The third chapter is the current status and reason of the community care model of city’s pension in Dongguan, which analyses the current problems such as lacking of pension funds, backward supporting facilities, poor professional competency of staffs, and insufficient pension service coverage. That’s because the government financial support is not enough, the pension service system is not perfect, the policies and regulations is not sound, the concept of pension service is backward. The forth chapter is the successful experiences of foreign city’s community pension pattern, which illustrates the successful experience of England, Japan, American and Hong Kong in the community care of city’s pension, such as perfect legislative guarantee, rich service contents, diverse organizational form and play the role of community that can be used for reference. The fifth chapter is the policy recommendations of construction of the community care model of city’s pension in Dongguan, which puts forward that policy support, strengthening the security funds, nursing team, service system and industrial development may be able to solve the present problems of that of Dongguan, so that the elderly can live a happy life in their old age, and Dongguan city can benefit it as a whole.
