Human rights is an important issue in international politics. As the most widely influential international organizations with a high degree of participation, the United Nations is the kernel of the exercise of protection of human rights. The UN Commission on Human Rights(Human Rights Council) is the backbone of the UN human rights system and the main mechanism of its protect and promote human rights responsibilities, which is the most important institutions.From the new China was founded, the relationship between China and the UN Commission on Human Rights(Human Rights Council) has experienced the practice course of ups and downs. This paper introduces the UN Commission on Human Rights(Human Rights Council) in detail, and then discusses the relationship between China and the UN Commission on Human Rights(Human Rights Council) which is made up by four stages. The four stages: from 1949 to 1971, fracturing the relationship between China and the human rights commission: new established China stand out of the system; From 1971 to 1989, restarting the relationship between China and the human rights commission: get into the system as bystander and learner; From 1989 to 2006, the development of relations between China and the commission on human rights: learning and coping with; From 2006 to 2013, the transition process of China’s relations with the United Nations human rights council, active partner and builder. In this paper, through combing the evolution of relationship between China and the UN Commission on Human Rights(Human Rights Council), analyses the Chinese concept of human rights, to build their own internal cause of human rights discourse system and external motivations of China’s active participation in international activities in the field of human rights.There’re two reasons: one is China’s own transformation, the other is external environmental impact. Factors, which influence Chinese transform their concept of human rights and behavior, are behavior autonomy, positive identity and national reputation. The external effects conclude political and economic interests, and social interests. In the end of the article, the paper analyze China’s contribution to international human rights system since it’s participated in it. And then, I give my advice on how to develop the relationship with the human rights council, and participate in international human rights better. Since China joined the commission on human rights, it has actively fulfilled its duties, showed the good image of a responsible country--to perfect the theory of human rights, to protect and promote human rights action.The evolution process of China and UN Commission on Human Rights(Human Rights Council)reflect the development of China’s attitude to human right. As one of the three pillars of UN affairs, human right is the common goal of human. As a responsible power, China has the duty to strengthen dialogue and communication on human right, to accelerate the development and perfection of international human right norm and finally promote global human right respect and protection on the basis of seeking common ground while putting aside differences.
