On 15 March 2006, at the sixtieth session of the General Assembly of the United Nations, the General Assembly adopted a resolution (A/RES/60/251) to establish the Human Rights Council in replacement of the Commission on Human Rights which was a subsidiary of the Economic and Social Council. As a subsidiary organ of the General Assembly to guide and coordinate human rights activities of the UN, the Human Rights Council shall assume, review, and where necessary improve and rationalize all mandates, mechanisms and implementation measures of its predecessor, the Commission on Human Rights. Especially, with the"Universal Periodic Review"mechanism, the right of recommendation, the Special Procedures, the Human Rights Council Advisory Committee and the Complaint Procedure, the Human Rights Council will surely play a better role. However, it hasn't been a long time after the establishment of the Human Rights Council, so we can't determine whether the Council will be effective or not. In order to protect the human rights, institution building and the cooperation of the countries are very important, and the Human Rights Council shall coordinate human rights activities of the United Nations. In order to promote further development of human rights of the world, China will continue to take part in the work and activities of the Human Rights Council, along with both developing and developed countries.
