Research On Deliberative Planning And Its Implementation Path In China

Nowadays, planning subjects are gradually diversified, and the risk of planning decision-making is increasing. The drawbacks of the traditional planning is appear, which in a one-way decision-making model dominated by the government. Urban planning towards democratization is a big trend. The theoretical and practical development of deliberative democracy provides us a new perspective on rebuilding planning confidence through multiple intersubjective dialogue, communication, and negotiation. The quality and legitimacy of planning decisions can significantly be improved, and the risk of decision-making can be effectively reduced. Finally, it could contribute to achieve the good planning governance; Deliberative planning mainly includes diversity, equality, openness, and authoritative, inclusive characteristics.This paper that studies on deliberative planning mainly concentrated in the following three aspects:First, this paper studies the theory of deliberative panning. On the theoretical foundation for deliberative planning, it clarifies the origin of deliberative planning theory, and discusses the connotation, characteristics and the ethical value of deliberative planning. Deliberative democracy theory and communication theory provides a solid theoretical basis for the deliberative planning theory. Deliberative planning theory is the breakthrough development to the past planning theory such as participatory planning, communication planning. The paper thinks that the deliberative planning is the process to get a scientific decision on planning, and achieve good planning governance. The deliberative planning is based on certain principles to reach a consensus among multiple subjects, through deliberative mechanism.Second, the existing deliberative practice is the local advantage of the application of deliberative planning. The paper analyzes the current deliberative mechanisms that exist in planning practice of China, and discusses the plight that currently exist in deliberative planning, which is mainly due to the lack of legal protection, the role of government and low awareness and capacity of citizens in deliberative, as well as the lack of deliberative experience.Third, the paper identifies the relationship between deliberative planning and the current planning practice of China, In this chapter, first of all, from a historical perspective, it thinks that from governing to deliberative is the proper meaning of historical development of planning. Then, by a comparative perspective, it elaborates the Western deliberative experience and its references. After that, the adaptability and constraining factors to promote deliberative planning in China are analyzed, such as institutional, cultural, social and other aspects. Finally, it discusses the path selection to promote deliberative planning in China, which mainly includes building the planning theory system of localization, mobilizing various deliberative resources, and improving protection mechanism for deliberative and innovating forms of deliberative planning.Through the above analysis, we can draw a conclusion that the deliberative planning can play an important role in planning governance of China, not only to the introduction and innovation in theory, but also be used in practice. Although there is a huge role for deliberative planning, it also need to point out that as a new planning perspective, deliberative planning has not formed a systematic theoretical system. At the same time, though planning has a technical face, we should realize that deliberative is an important aspect of planning decision-making, but not a substitute for technical elements of planning.
