The development of electoral democracy in our country is not sufficient and Western electoral democracy facing development difficulties. In such a complex situation, how to promote the further development of democratic politics has become a new challenge. To some extent, the use of deliberative democracy may be able to cope with this difficult situation.In China’s political life, negotiation is actually a kind of system, is also a form of the realization of democracy. In the political life, it is mainly reflected the Chinese Communist Party-led multi-party cooperation and political consultation system, in social life is manifested hearings, community council, as well as online forums and other forms. These institutions guarantee the multi-ethnic, multi-party, multi-sector, multi-group collaboration, to ensure the consolidation of the diversity and unity, in addition the harmony of integrated pluralistic. As a form of realization of democracy, embodied in diverse participation, expression, consultation and joint decision-making, purposing protect one against diverse adaptation as well as coordination between diversity and integration.As an important content of building democracy, deliberative democracy not only has deep historical reality and the foundation, but also has its practical necessity and feasibility. Rooting in both the revolution and construction, and advance with the times.In the previous academic research on deliberative democracy, some writings focus on expounds of Western theories, and some writings about the study of relationship between deliberative democracy and Western comparative, rather than focusing on the study of the real situation, it is possible to ignore some of the problems about deliberative democracy. In this paper, viewing from the practice of deliberative democracy formal, from the state and society level stage of China’s main deliberative democracy was introduced several forms of analysis to achieve. View from the national and social, several main form of deliberative democracy have been analyzed. Tease out the unique characteristics of Chinese deliberative democracy and the main problems of existing in the process of practice proposing the countermeasure which is conducive to deliberative democracy development of Chinese form. While in the process of discussion will inevitably involve positioning problem of Chinese and western deliberative democracy, but the focus is always described the deliberative democracy in China.In this paper, the structure is divided into five parts. Part Ⅰ:Introduction, mainly introduced the significance of topic selection, research status at home and abroad, methods and framework of the research, innovation and weaknesses. Part Ⅱ: overview of the theory of deliberative democracy, introduces the connotation, characteristics of deliberative democracy, focuses on the unique characteristics of Chinese deliberative democracy, and finally introduces the value of deliberative democracy. PartⅢ:research of deliberative democracy forms, describes several typical forms of achieving in our country, including the People’s Political consultative conference, legislative hearings, democratic association, community council, and online forums. Through the above analysis of deliberative democracy forms, the fourth part of the article summed up the main problems of deliberative democracy forms at the present stage. The fifth part, aiming at existing problems put forward the corresponding solution.
