| Livelihood issues, has always been an important issue in Chinese society, but also the Marxist ruling party committed to important issues resolved. Since the reform and opening up, the Communist Party of China in accordance with the situation of China’s economic and social development to socialism with Chinese characteristics as the guiding ideology of people’s livelihood, proper livelihood issues, efforts to achieve,maintain, and develop the fundamental interests of the overwhelming majority of the people. With the further deepening of reform and opening up, the establishment of a socialist market economy and the gradual improvement of the county government system and operational mechanism of the emergence of a series of questions.Therefore, under the guidance of the people’s livelihood thinking, understanding and analysis of the county government function transformation, digging deep reasons behind and the problems that exist in the transition process, propose appropriate solutions is particularly important.This paper is divided into five parts, the first part describes the background papers and the main range of the formation to be studied.
