Social Work Perspective Study Of Relief For Vagrants And Beggars

Street begging has existed since ancient times, there are different ways of bailout in history. Sun Zhigang incident in 2003, the government introduced a timely "urban vagrants and the measures for the administration of relief for vagrants and beggars, but since the implementation of the new method, social disputes over and beggars relief never cease. By collating related literatures, the current people perception of homeless people can use a word to describe——has its unfortunate, anger does not dispute. This complex attitude leads to rescue tendency under different position, or to control the main service oriented, and how to realize and beggars, is worth us to think more carefully.The content of this study is the current for relief work, through the form of questionnaire and interview 110 field survey for vagrants and beggars in Lanzhou city, combining Lanzhou city relief aid station 2013 statistics, to know the true state of survival for vagrants and beggars Lanzhou city. Through investigation found that the current aid policy does not meet the needs of help for vagrants and beggars, urgently need to be more scientific and humanistic way to provide its services. Therefore, on the basis of the attribution of homeless people behavior, this study ERG theory as the instruction will be summarized as survival of relief for vagrants and beggars demand, relationships, and growing demand of three parts, proposed demand oriented rescue practice work, and be aware that the heterogeneity of different individuals and the importance of the developmental demand.According to the above proposal, the author from the perspective of social work, from the ethical principle, theoretical model and practical method of tripartite face and beggars relief work to rebuild. Think should give priority to with the fellows in the relief work, in the current for the objectivity of existence premise, should be to provide more scientific and humanized service for vagrants and beggars, provide more living space and chance to choose, to strengthen the construction of the subjectivity, and focus on self development of empowerment and return to society. In order to achieve this goal, this paper proposes the heald melting method of social work practice, pay attention to the practice work of local application of flexible treatment of different service object of rescue work. At the same time, according to the plight of the social work intervention, pointed out that the development of embedded in the field of social work into relief way, the paper finally from a policy perspective to give some proposals for the current rescue work.
