Guangdong Province is in forward position in reform and opening of China, which is also the first city opening to Western countries in recent times of China, drawing great influence on economic and histrionic position. Meanwhile, along with the economic success, Guangdong Province has suffered from narcotic drugs and it has a long history of prohibition of opium. The prohibition of opium is serious, resulting in negative effects on the harmonies of society.This paper is aimed at pointing out weak aspects of prohibition of opium, analyzing the background of drug deal and present situation of behaviors of drug taking by concluding the prohibition of opium into three aspects:prevention of drug taking, the cure method and prevention of drug re-taking. At the same time, this passage is aimed at pointing out the direction of general management of drug prohibition, based on New public management theory, Governance and the Polycentric governance theory and Government performance management theory. Adopting interview method and questionnaire survey method, along with the documentary research method on American and Japanese drug prohibition pattern, this passage is aimed at finding ways to improve the prevention of drugs in Guangdong Province. At last, this research offers suggestions from different aspects to improve:1, Optimize the pre-prevention based on present situation and characteristics of drug takers to find reasonable suggestions;2, Encourage market-based competition in curing drug-taking, not only in intersectoral competition, but also support private economy in this area;3, Build up prevention of drug re-take system;4, Construct the governance performance management system;5, Build up the risk control mechanism in prohibition of opium.
