Study On The Comprehensive Treatment Of Drug Crimes In China

Currently, the problem of drug crime has become a global problem that troubles many countries around the world. The problem of drug crime has all brought enormous influence on global economic development, social stability and ethical development. However, the problems of drug-smoking and drug trade which has disappeared have come to life again all over China and becoming acute in the process of reform and openness since the beginning of 1980s under the stimulus of the great economic interest. Although China has been making efforts in drug control again and again and has achieved to a certain success, the problem of drug crime still has the potential to spread. Finding a set of effective methods for prevention and control has become the primary problem of against drug in our country, and a heatedly-discussed topic in scholars.In this paper, firstly, we described the concept, types, characteristics and the harm of drugs in detail. This paper analysis on harmfulness in more detail, because only aware of the harm of drugs can enhance the whole nation's awareness of prevention and control, and put up a national anti-drug struggle. Referring to the views of various scholars, the author presents his own concept of drug crime. In addition, based on the governmental theory in public administration, the author discusses the necessity of drug crimes management. Secondly, this paper focuses on the deep analysis about the comprehensive control problems of drug crimes and its underlying reasons according to the condition of drug crimes and drug control in our country so as to lay the foundation for the following countermeasures. The next part is the empirical analysis of Dalian city. As the working relationship, the author knows a mass of date about Dalian city in long terms contract with anti-drug work and also provides reliable data for this analysis. The author analyses the development trend about the drug crime and the current status of its comprehensive control according to the data. And then take this as the starting point; the author make a certain that some achievements have been made in our drug law enforcement, at the same time, the author puts forward some constraints factors in China's drug control work. The last is the solution to the problem that the countermeasures of drug crime. On the basis of the above theoretical research and case studies, the author put forwards the constructive control measures from the legislative level, government level, social level respectively and hope it may offer some reference for our further effectively anti-drug struggle.In the perspective of theory and practice, through targeting a specific drug criminal region at present, and combined with the deep study, correlation research and detailed case analysis, in order to do further study of drug crime and provide theoretical support for our country.
