Preparation of regulatory agencies is the basic system of government personnel management. In recent years, increasingly standardize their management, and control agencies prepare management has become an important goal. With the development of economy and society, the county government in the face of the task increased, personnel structure is irrational, insufficient system resources and other issues, began to seek ways to ease through supernumerary personnel shortage pressure. Use supernumerary personnel in increasing government administrative power, but also enhance the vitality of the organs and institutions for the reform of the personnel system of agencies to provide practical experience. However, supernumerary personnel management agency is preparing an act strongly forbidden, because it effects the impact of the policy establishment management agency strictly control personnel, fiscal support staff to disorderly growth, increasing the local financial burden, it also brings to weaken Government’s credibility and hinder the negative impact of government personnel system reform. So, how to regulate and reduce government supernumerary personnel for reforms to improve and reduce the financial dependents of government personnel system of administrative efficiency has very important significance.Previous literature and the basic situation of A county supernumerary personnel conducted a review of our field research, and further to find out the county government employment supernumerary features, supernumerary employment reasons and problems. The survey found that the county government employer showing supernumerary staff positions widely distributed, uneven quality, poor stability and other characteristics, the main reason is that the existing use of supernumerary personnel staffing structure is irrational, personnel management system is not perfect, the personnel structure is not reasonable transformation of government functions is not in place and so on. The supernumerary employment problems brought about mainly influenced policy benefits agency staffing management, increasing the financial burden, and resulting in a waste of system resources.To standardize and reduce the county government supernumerary personnel should first clean up existing supernumerary personnel shall lay off part of the actual work does not require non-staff and non-staff establish a sound management system, strict entry clearance, management and export customs clearance, personnel avoid corruption. Meanwhile, the need to optimize the preparation of regulatory agencies, personnel management system to optimize encoding, scientific and rational system resources with agencies to ensure that the field is related to people’s livelihood, is related to the center of the work, such as the demand. The fundamental solution is that the government should promote employment supernumerary transformation of government functions, promote decentralization, more power back to the community, so that the government return to standard.
