The clean and honest cultural construction of state-owned enterprises is not only a part of the corporate culture, but also the highlights of the construction of anti-corruption, whose aim is to cultivate employees’ sense of integrity and honest management behavior, and to improve the quality of the staff. State-owned enterprises take an important role in the development of national economy, especially for maintaining a sustained、rapid and sound development of the national economy. To regulate the clean and honest behavior of state-owned enterprise leaders, we should implement and carry out the "state-owned enterprise leading personnel clean from a number of provisions", however, the executives of state-owned enterprises has frequently exposed alleged serious violation of law, resulting in a very bad impact on society as a whole, so that loss of state assets, damaged the interests of the people, in combination with the real situation of state-owned enterprises, to strengthen the construction of integrity, so that improving the effectiveness of anti-corruption, and promoting scientific development of state-owned enterprises. The construction of anti-corruption culture of state-owned enterprises need to create a clean environment, the attention of the leadership, employee involvement, institutional guarantee, perfect mechanism, in order to promote the sound and rapid development of state-owned enterprises, thus completing the task of increasing profit and value appreciation. In this paper, start from analyzing the present situation of state-owned enterprises culture construction, and find out the problems and the reasons existing in the honest cultural construction of state-owned enterprises, then put forward countermeasures to strengthen the construction and improve the effectiveness of the education.This paper consists of five parts. Part I, Introduction. Introduces the research background and significance of this topic, major literature review, research ideas and methods. Part II, the relative definition of state-owned enterprises and honest culture construction. From the definition of state-owned enterprises, corporate culture, integrity culture, and the contents and features of state-owned enterprises honest cultural. Part Ⅲ the significance of the construction of clean and honest culture for state-owned enterprises. From the benign development of economic and social, the party of anti-corruption, and the enterprises themselves’ development in three areas to analyze the significance of. Part IV Analysis the construction of clean for state-owned enterprises in Sichuan Province. This part of the survey data from the four state-owned enterprises in Sichuan Province, the results of analyzes carried out since the state-owned enterprises achieved a clean culture and problems, as well as influencing factors. Part V, to strengthen state-owned enterprises and honest culture strategy. State-owned enterprises adhere to the principles of honesty and cultural construction, the implementation of effective measures to improve the mechanism of state-owned enterprises made a clean culture.
