| As the development of the marketization reform, the new residential community,which has become the most typical grassroots governance unit after the capitalization process of housing distribution of 1998, is increasingly replaced by "units" community. The public affairs governance of the new residential Community is to promote specific national governance systems and governance capacity modernization. Currently, multi-subjects cooperation is a realistic path selection of resolving the plight of the public affairs governance of the new residential Community.Through investigation and analysis, there are many problems in the new residential community, such as the contradictions of the main bodies of governance, the lack of management of common property and the property management is not standardized. This paper considers that the main problem in the public affairs governance of the new residential Community is that the governance body boundaries is not clear, the main power imbalances and dysfunctional relationship. So it is need to transform government functions and to build multi-agent communication and consultation mechanisms. To property charges, for example, property companies and property owners in the clear boundaries on the basis of their action, through the introduction of the third party and the establishment of communication and consultation mechanisms, both to balance the relationship between them, can also be effective to resolve the current caused by property charges disputes and conflicts. This paper suggest that to improve the governance also need to improve the management of external operating environment, strengthen internal social capital building, and gradually promote cooperative governance system of multiple subjects path built by innovative governance mechanisms.To explore the public needs to meet the people and for the the new residential community’s governance model of sustainable development, the accumulation of practice from the grass roots power. |
