The Plight And Path Of Chongqing Migrant Workers In The Integrating Process Into Urban Community

Currently, migrant workers into the city has become a critical step in promoting new urbanization, the community is a community-based organization of migrant workers into the city, migrant workers into the community means that they really take root in the city, this re-socialization process can achieve gradual structural system beyond the provisions of the dual role in identity, lifestyle, sense of belonging, etc., therefore, migrant workers into the urban community issues will become increasingly important. 2011 Ministry of Civil Affairs issued "on the promotion of migrant workers into urban communities views", at the national level, it depicts the life of migrant workers in urban communities "road map", this provides an institutional basis for the promotion and protection of migrant workers into urban life.Chongqing as the urban and rural comprehensive reform pilot area, their household registration system reform for migrant workers is gradually deepening, social security, housing, employment and other related policies to benefit migrant workers are constantly improving, all this has created favorable conditions for migrant workers into urban communities. At the same time can not be ignored is that, Chongqing migrant workers into the urban community in the relevant system design and integration practices and specific process are facing with different levels of difficulties, this has resulted in the embarrassing situation of migrant workers, and presented a great challenge for promoting the new urbanization in Chongqing.Based on this, this study combined with a good policy environment,we focus on the design and practice of the system, and the research point of view more focused on communities. First, we sort out the general situation of migrant workers into the community in Chongqing, then we apply social exclusion theory to analyze the predicament of migrant workers into the community. The study found that Chongqing migrant workers into the urban communities facing structural and non-structural exclusion: structural exclusion mainly reflected the plight of relevant systems in the design and execution process, such as the different treatment of social security, children’s education and vocational training institutional. Non-structural exclusion of migrant workers is mainly reflected the predicament in the identity integration, organizational integration, service integration and cultural integration process. On the basis of the analysis of the integration dilemma, this study describes the community development practice cases in some countries abroad, and summed up his beneficial experience in promoting to vulnerable groups, immigrant groups into the local community in the process. Finally, this study suggests that, on the one hand we should respond the structural exclusion by improving the design and practice of the system, on the other hand we should respond the non-structural exclusion by promoting the integration of actions. The design and practice of the system will provide the external environment for the integration of actions, the integration of actions will create a social basis for the design and practice of the system, thereby promoting migrant workers into the urban community.
