The intangible culture heritage doesn’t only contain a nation’s civilization and history, but also a continuation of the national spirit. As a traditional culture of the nation, we are shouldering the national spirit to inheritance and continuation of the responsibility.Shenyang is a historical and cultural city, which has a rich non-material cultural heritage.However, with the globalization of economy and the accelerated process of modernization of Shenyang, it produces a huge challenge to the protection of intangible cultural heritage. Intangible cultural heritage law of the people’s Republic of China promulgated, which give the cofidence of Shenyang citizens. In order to further improve the intangible cultural heritage of Shenyang local legislation, I draft legislative proposals of Shenyang intangible cultural heritage protection that regulates the work of Shenyang intangible cultural heritage protection.The article consists of introduction, body and the conclusion:The first chapter is the legislative background of Shenyang intangible cultural heritage protection, which contains the national provincial, and municipal legislation of intangible cultural heritage protection. Through the investigation of Shenyang City, I sum up the environmental legislation of intangible cultural heritage protection, providing legal experiences for the protection of intangible cultural heritage.The second chapter analysises the necessity and practicability of the intangible cultural heritage protection of Shenyang city. The purpose is to provide legal experiences of how to proctect it.The third chapter is Shenyang Legislative Proposal Draft Of Intangible Culture Heritage protection,and the author bases on the discussion and analysis above to form a complete legislative draft, including six parts: the general provisions, survey and list, the companies of representative project and representative successors, protection and inheritance, legal liability and supplementary articles. Combined with the situation of Shenyang and Intangible Cultural Heritage Law of the people’s Republic of China and other laws, writing this legislative draft, hoping to provide a reference for the legislative protection of intangible cultural heritage of Shenyang.
