Research On The Construction Of Neozoicmigrant Workers Orderly Political Participation System

With the continue promoting and the deepening of comprehensive reform of general arrangement plan of Five in One, Socialism with Chinese Characteristics is going into a new historical stage. The level of urbanization is improved and the rural integration is sped. The Neozoic has become a important group which could not be ignored in the socialist modernization. Compared with the old migrant workers, the Neozoic migrant workers is no longer just satisfied with pursuing economic interests, they pay more and more attention to realizing their rights of political participants. However, the arrangement of our country’s present political participation system, there is no specialized corresponding provisions of political participation to those people. They are just given the same standard of farmers’ political participation and content. What’s more, since restricted by many factors, such as expensive costs of political participation, skills of political participation, and social identity, they are very hard to participate in the political life in their working city. Their political participation rights are unpractical and the political discourage power are lost gradually, all this factors made them became “marginal people” of political participation. As the result, their political participation rights and social welfare is hard to get effective guarantee. Therefore, based on the primary stage of socialism’s basic national conditions, gradual reform on eliminating the structural and institutional obstacles of their political participation system, make them enjoy the equal political participation rights and social security benefits with the urban residents, let them really integrate in to the city life, is the only way to promote them to orderly participate in their political life.This paper referenced and drew lessons from the related data, used the literature research method, interdisciplinary perspectives, analysis and synthesis, the combination of macro and micro method, questionnaire survey method. It is also deeply analyzed the restricted factor of political participation system for the Neozoic migrant workers in several research perspective, such as political science, sociology, economics, demography, law, management and so on. This paper targeted to put forward to establishing the orderly political participation system design, namely, perfect the people’s congress elections system, deliberative democracy system, reporting and hearing system, grass-roots mass self-government system, democratic supervision system. What’s more, this paper also gave suggestion on improving the social space of political participation in several aspects, for instants, policy execution, legal system construction, the household registration management, rights and interests representative organization construction, the mass media and the Neozoic migrant workers’ orderly political participating skills. All this research aimed to provide the new way of thinking to the relevant department of the government, to make contribution to Chinese dream: realize the “two one hundred” goal, build prosperous, democratic, civilized and harmonious modern socialist country, realize the great rejuvenation of the Chinese nation’s.
