| This study is a description based explanation research. Through extensive and in-depth interviews,and Research on relevant literature, archives,the author had some participation in observation,according to Marx s benefit analysis method,from the political theory from the perspective of a more in-depth discussion of the LS County of Hunan province village and town.In the process of LS County withdrawal of village and town in the emergence of a "strange phenomenon removed stay" :in the above prefecture level city level has some township(town) has been revoked,and other township(town) merged into a new township(town),and in LS county is still the original township pattern.Based on this case,the explanation and interpretation,the author thinks that the parties in this case is due to the scarcity of resources-competing interests,which triggered the conflict by category.However,in the case of the main parties to the conflict with clear objectives,consistent action,and in the case,the villagers because of common interests and collective action,also shows that the villagers is not loose,but there is a certain organization of.When the LS is under pressure to make the county "withdraw stay" after the decision,the interests of all parties have been taken care of,the conflict will ease down.However,in the promotion of the wave of administrative reform,all the "backward" behavior will be "corrected" on the right track.
