However, it is undeniable that with the accelerating of globalization, domestic and international situation is changing rapidly. These changes have a profound impact on the conditions of country, the conditions of party and the conditions of people. Non-traditional security, the building of clean government and party, social reform and governance are subject to some degree of challenge.
