Study On The Policy Participation Of The Ji’nan Committee Of The Jiu San Society

The multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC), as the basic political system of China, has been playing an increasingly important role in the progress of China’s democratic politics. In line with their respective sectors and characteristics, the eight democratic parties have fulfilled their functions by participating in and discussing state affairs as well as exercising democratic supervision, and have played a significant role in important issues relating to major state policies and people’s livelihood as well as democratic consultation, thus contributing largely to the scientific and democratic public decision-making in China. However, there is still room for improvement with aspect of channels and influence of policy participation. Therefore, how to bring into play their role more effectively under the current political and social background, in particular their participation in formulating and implementing major policies, is a great topic for the participating parties.Mainly comprising senior and leading intellectuals in the fields of science and technology, the Jiu San (Sept.3rd) Society has been actively proffering ideas and suggestions. For recent years, the Ji’nan Municipal Committee of the Jiu San Society has increasingly emphasized policy participation, by focusing on municipal building, central tasks of the government and concerns of the people (the "Three Focuses") and manifesting its specialty in science and technology (the "One Specialty"). Thanks to those efforts, the quality of policy participation has been constantly improved.Chapter 1 of this paper introduces the background, purpose and significance of this study, summarizing achievements of current researches in this field and illustrating the framework of this paper. Chapter 2 describes relevant theories of policy participation and multi-party cooperation in China, and analyzes the manner, channel and scope of policy participation of democratic parties. Chapter 3 outlines the organizational structure of Ji’nan Municipal Committee of the Jiu San Society, introduces major channels of its policy participation, and makes detailed analysis concerning its influence on public policies. Chapter 4 concludes valuable experience and lessons drawn from the policy participation practices of Ji’nan Municipal Committee of the Jiu San Society, and also illustrates practices and achievements in policy participation of other branches of the society in cities such as Dalian, Qingdao, Xiamen and Hangzhou.
