Research On The Internal Constraint Factors On Government Decentralization Since The Reform And Opening Up

Reform as a basic form of social development and progress, and its essence is to insinuate changes in interest and the objective requirements of social and economic development. Since the reform and open government reforms to the economy as the beginning and gradually extended to the political sphere, in the historical process of socialist construction, government decentralization has become the main line through the various stages of development, as the party and the government continues to actively adapt to changes in the historical conditions conscious action, decentralization in government-led to actively promote and achieve the economic and social development by leaps and bounds. With the establishment and increasingly sophisticated of the socialist market economy, a gradual improvement of the market and the relative growth of independent civil society flourishing, the objective situation changes for the government streamline administration decentralization proposed new requirements of the times. At present, China has entered a crucial stage of reform, the Third Plenary Session of the Party’s eighteen propose further decentralization.
