China is in a critical period of social reform. The government takes on the historical responsibility for great changes. Only by constantly strengthening the reform can the current problems in different forms be solved; only through ongoing innovations can the country as a whole become more energetic and more elevated in its development, creating the new history of China.At the present, the government of China is making great efforts to promote the reform in every aspect. The responsibility that the government assumes requires the government agencies at all levels to reform the administrative departments in a highly efficient manner. However, the historical reasons attributed to the problems in the body of civil servants including low working efficiency, irresponsibility and work burnout. Whether the problems of work burnout can be solved plays a key role not only in the personal development and growth of the civil servants as individuals but also in success of the historic reform in the body of civil servants. So it can be seen that the major urgent task we are facing is to pay close attention to the problem of work burnout and take effective measures to relieve the problem of work burnout.The research aims at the civil servants in 12 government departments of basic level in Jinzhou New District and the questionnaire is used to investigate the working status of 295 civil servants. Based on the survey result this study makes a descriptive analysis in the overall situation of job burnout among civil servants in Jinzhou New District. Meanwhile this study makes a comparative analysis in job burnout of civil servants under different demographic variables and analyzes the possible factors related to the burnout of these civil servants. It is concluded that three factors, i.e. the personal factor, occupational factor and organizational factor contribute to the job burnout among civil servants in government departments of basic level in Jinzhou New District. Finally, based on the search result, this study puts forward suggestions in preventing and mitigating job burnout among civil servants in government departments of basic level in Jinzhou New District from the personal. occupational and organizational aspects.
