In the background of comprehensive deepening reform, the party has been putting forward the concept of "social governance" properly to replace "social management" for the first time, putting social governance in a new historical height, reflecting a new trend in the transformation of government governance. The concept of social governance means the controller will change from a single government to social organizations and individual citizens and so on. The way to governance will change from one-dimensional governance into two-way interactive collaborative work. To innovate social governance need to build social capital which is made up by trust, reciprocal norms and citizen participation network. Based on the Marx’s theory of "human nature" and "capital" theory, social capital theory has gradually been developed a new theoretical paradigm through Bourdieu, Coleman and Putnam’s researching, which has a unique explanatory to the political development and social governance. The social capital is embedded in social structure and social relation network, different in historical periods. It formed a large number of "acquaintances" social capital and the "relationship" social capital in the Chinese traditional society; it produced a new political dependence social capital in the period of national construction; after China’s reform and opening up, social capital shows the modern characteristics. It must pay attention to the construction of social capital to innovate social governance. The government should establish a new cooperative trust; social organization should play an initiative and self-innovation role to establish universally beneficial norms; citizens should cultivate himself public spirit and value of culture actively, promoting the formation of citizen participation network.
