A Study Of Environmental NIMBY Conflict Governance Based On Public Value Creation

With the development of urbanization, the urban population is increasing rapidly. In order to meet the increasing demand of the people’s livelihood, the government invested a large amount of public infrastructure. On the one hand, these environmental NIMBY facilities, such as waste treatment plants, waste incineration plants, waste transfer station and other facilities help to solve the increasingly pressing social problems like waste disposal problems. But on the other hand, these environmental NIMBY facilities have so apparent or potential contamination that it suffered public doubts and objections in the selection process. What’s more, it may even lead to protests and NIMBY conflicts.Interest is the essence of NIMBY conflicts. Environmental NIMBY facility is a kind of public facilities which has negative externalities. Its revenue is for the entire region and even the whole society to share, but its negative externality costs are borne mainly by nearby residents. Thereby it triggered the local public opposition and resistance. "Welcome to construction, but please stay away from my home ". This kind of NIMBY thinking makes NIMBY facilities construction in a dilemma. In recent years, an increasing number of local governments explored the use of the compensation system to resolve NIMBY interest conflict, but still failed to resolve the public’s NIMBY complex.This paper selected the incinerators incident in a city as the case study, analyzed the causes and process of environmental NIMBY conflicts and also how the local government ease the NIMBY conflicts by taking policy measures. We found that interest imbalance is the starting point of NIMBY conflicts; the ideal of environmental protection and the value of "root" is the motive force; Local government’s improper handling makes contradiction upgrade and eventually led to the outbreak of the conflict; the compensation resolving mechanism taken by the government failed to ease the conflict. Thus, we propose the creation of public value as a way to resolve NIMBY conflict.Environmental NIMBY facility construction is a public project with the characteristic of public welfare. Under the guidance of public value, we can make the various stakeholders acted in the direction of public interest. The construction of Environmental NIMBY facility can be good governance and improve public welfare. Based on public value, the NIMBY conflict governance includes the following three aspects:First, The concept basis is the public value internalization. It is the starting point of all acts, but also all acts endpoint. Second, exploring the public preference is to understand the waste incineration facility location preferences through collecting information. Third, the creation of public value requires the government take a series of measures to resolve the conflict with the constraints of legal system.
