Study On The Optimization Of The Poor Elderly Population Assistance Policy Of Guangzhou

With the global population aging arrival, an aging of population is a broad and profound impact on all aspects of human economic and social life, and social assistance for the poor elderly is becoming a major issue of great concern to governments around the world. Guangzhou as China’s third largest city, the problem of aging population also prominent. Then, how to optimize the social relief to the poor elderly is an important topic in Guangzhou city managers facing.This paper first analyzes the status and characteristics of China and Guangzhou, the aging of the population, and the national and Guangzhou social assistance policy’s historical evolution, the development process of carding, and puts forward some countermeasures and suggestions to optimize the poor elderly of Guangzhou social assistance policy. At the same time, the comparison of the main social assistance policy of domestic advanced areas and other countries, reviewing the development of vertical and horizontal two paths of the social assistance policy, and draw inspiration from.In this paper, taking the most representative of a low-income housing area -- Jinshazhou new community in Guangzhou as an example, select the part of the poor elderly in the community as the research object, by questionnaire survey and depth interview combined form research. In addition, on the basis of empirical research, combined with the related theory of the elderly, poor situation Guangzhou features and reasons of poverty analysis, drawing on the useful experience of home and abroad, puts forward five suggestions to optimize Guangzhou’s social assistant policy for the poor elderly.Through this study, hope to solve some problems on the elderly poor relief in the city, improve the elderly poor social assistance of Guangzhou, promote the stability and development of Guangzhou, and provide reference to other city of Pearl River Delta social assistance policy.
