The Effect Of Citizen Participation In The Government Public Decision-Making

Citizen participation in public decision-making refers to individuals or groups of citizens through certain means and channels, voluntary process to develop their interests related to public policy, and to express their views and trying to have an impact on the government’s public policy-making activities. Citizen participation in public policy decision-making is one way to promote the development of citizenship, the degree of citizen participation in public decision yet has a significant impact on the legality and the feasibility of government decisions. It has become the basic requirement for government decision-making to expand valid civic political participation, satisfy the interests of citizens to a great extent, and achieve benign interaction among the citizens, the society and the country. In modern china the civic participation has experienced a long-term development in breadth, depth, and quality along with the improvement of the democratization of the politics. In this context, our Party proposes that to constantly expand political participation of citizens is to continuously tapping political resources, to open up new channels for citizens’ participation in political affairs, to build up civic benefit expression mechanism, and to promote social justice. Expanding the citizens’orderly political participation is an important means to promote political development and maintain social stability. It should be keep up with the level of political institutionalization. Because when the existing political system fails to provide sufficient participating channel, the expansion of political participation will lead to the social turbulence. Thus, it requires us to coordinate the expansion of citizen’s orderly political participation with development process of Chinese political system. This paper wants to explore the conditions and channels of citizen participation in government decision, analysis the effect in the event of citizen participation in public decision-making effect, this article manages to build an assessing system from public participation and government response to find out the question of citizen participation in public decision-making. I also hope to make out how to expand the public’s participation scientifically, how to promote the scientificity and democracy of political resolution and how to lead the whole society to a more harmony one.
