Research About Changes In The Central Committee Of Education And The Political Elite Replacement Of China

Aristotle said, man is born political animal.Humans launched a series of struggles around political power.who mastered the political power became the ruler. The research about the ruler forms elitism theory. In the specific case of China, in the 1970s, CCP’s political elites leaded "reform and opening", making China into modern transition. "Reform and opening" has caused great changes in China’s economy and society, promotes China’s personnel system reform, and causes elite replacement. China’s construction is deeply influenced by CCP’s political elites. So the analysis about the process of elite replacement of China is very important and significant. The conclusion of the elite’s selection criteria is helpful for understanding the relationship between political elites and our nation-building.The object of this study is from the twelfth session of Central Committee to seventeenth. Statistics of the Central Committee by educational background.By comparing the differences in education, summing up CCP’s high-level political elite replacement since China’s reform and opening. Elite mobility is from revolutionary elite to technical expert,then to public administration. The study leads some conclusions. The basis of the elite repalcement is China’s personnel system reform, and the process is gradual and peaceful and Chinese senior leaders played a key role. And I predict the trend of elite replacement will continue. With the constant improvement of China’s law and regulations, the elite replacement has been moving in the direction of institutionalization. Finally, given the close relationship between CPC’s political elites and nation-buliding, the political elite should take initiative to assume their mission, improve their moral qualities,to ensure the legitimacy and effectiveness and promote the building of modern state.
