| The grass-roots civil servants are the managers of state administrative activitiesand state administrative functions.They are also the providers of public services, thepublic is the direct service object of them.Therefore the grass-roots civil servantperformance should be held by the general public and their participation is a necessarycondition to achieve grass-roots civil assessment.Currently,the performance appraisalof civil servants to focus on their qualitative assessment.Grass-roots are assessed bytheir superiors, the public does not really participate in the assessment process forgrass-roots civil servants.So how to realise effective citizen participation is the key ofsuccessful performance appraisal of junior civil servants.The development of the Internet has changed the way of life of citizens inpolitics.What’s more, it is for citizens to participate effectively in grass-roots civilservant performance appraisal provides a new way. Grass-roots citizen through thenetwork performance participat in the appraisal of civil servants.They improve thetraditional ways of citizen participation, broadening the scope and channels for citizenparticipation, while improving the efficiency of grass-roots civil servants.It will benefitthe building of the civil service.Based on the network perspective, this paper studied the performance appraisal ofcivil servants in grass-roots civic participation. Firstly, the citizens of Lingbao andXin’an were investigated by providing individual question paper and analyzes thepresent situation of citizen participation in China.Secondly, this paper analyzes thereason of citizen participation form three aspects:subjece,object and network environment.Based on it,trying to offer suggestions.Finally, it design specificoperational procedures which is involved in participating grass-roots civic performanceappraisal through civil servants. This procedures can really play a role to thegrassroots performance appraisal, improve satisfaction with the work of civil servants,ensure positive interaction between local governments and citizens and achieve publicservice objectives of the government in transition. |
