Study On Improving The Ability Of The Public Security Organization Responding To Mass Incidents

Mass incidents in China today are facing a very prominent social problem,seriously affects the social stability and security of our country。 The party centralcommittee and state council attaches great importance to this, require the local partygovernment take scientific and reasonable measures to dispose of such events,effectively solve the problems and contradictions among the people, to prevent socialunrest. In peacetime,the public security organization as the main internal securityforce, responsibility to undertake the task of disposing of mass incidents, to help theparty committee and the local government calm things down and restore social order.And the change of the new situation and the harmonious society put forward, but alsoput forward higher requirements for the public security organization work, the one isto control the stability of the situation of mass incidents, to prevent large-scale riotsand disturbances; the other one is to pay attention to the rationality of the treatment,prevent violations of human rights, maintain the harmonious relationship between thepolice and people. How to strike a balance between these, safeguard the people’sinterests but also to maintain social stability,do both successfully completed the taskhandle mass incidents, while maintaining good public relations is an importantsubject that the public security organization should always consider and study.In this paper, on the basis of many scholars studies, in the background of China’ssocial transition, from the different perspective to explore the countermeasureresearch of public security organization dispose of mass incidents. First of all,according to interpretation of the ministry of public security and some social scholarsfor group events, definited the mass incidents.Second, the author summarized thecauses and trends of mass incidents, analyses the characteristics of mass incidentsduring the transitional period, put forward misunderstanding the public securityorganization played in the disposal of mass incidents, clearly the responsbility of inthe disposal is support the party committees and governments, control and crackdown on crime.At the end the analye the problems that public security organizationfaced in disposal of mass incidents, put forward how to improve our ability to handlemass incidents.
