Study On Emergency Rescue Ability Building Of Geological Hazards Of The People’s Armed Police Force Gold

Natural geological and human engineering activities give rise to a variety of geologicalhazards which have a deep effect on losts of human lives and properties, society andeconomic development. How to build teams and carry out works of the task ofgeological-hazard emergency treatment given by the Chinese government authorities will beimportant for People’s Armed Police Force Gold(abbreviated PAPFG) in the future.By the means of document literatures, investigating units concerned and previous worksdone by PAPFG., contexts about geological-hazard emergency rescue of PAPFG includingmain concepts and theory foundation, present situations and ability building are discussed indetail.Three main achievements are as follows:1. The ability building of emergency rescue of geological hazards is an important part ofability building of geological hazard emergency. Main concepts of ability building ofgeological hazard emergency are first presented, Then basic theories of ability building ofgeological hazard emergency including public crisis management、emergency classificationand response、emergency rescue and disposal of sudden geological hazards are expressed.Last the emergency rescue of sudden geological hazards is apt to PAPFG.2. Present situations of the People’s Armed Police Force participating in emergencyrescue of geological hazards are fully analyzed, especially advantages and disadvantages ofPAPFG. Advantages include talented persons, region, equipment and system, disadvantagescover mobile ability，information acquirement ability, emergency investigation ability, searchrescue ability, medical aid ability and emergency security ability.3. The ability of emergency rescue of PAPFG is formulated. First the team constructionis conceived from aspects of institutional setup, personnel into, responsibility system andrequired ability. Second, institutional mechanism ability is specified from aspects of a soundsystem of responsibility, troops mobilizing limitation, emergency response and coordinationmechanisms. Last, ability building at ordinary times consisting of training and learning,practice exercise,”One study,Two employment “and theory research ability building at “war“times embracing emergency use of troops, scientific emergency disposal, emergencylogistical support and grasping key steps are ruled.
