The Growth Of The Grassroots Commonweal Organizations

Social organizations, the force for economic and social development, have played an active role in promoting the construction of socialist democratic politics, deepening the reform of the administrative system and building service-oriented government, and advancing social construction. To speed up the cultivation and development of social organizations across the country in recent years a great number of policies and systems have been unveiled. Grassroots commonweal organizations, the government focus on fostering, have emerged from backstage, drawing great attention both academically and practically.Although the development of grass-roots social organizations may face many problems, there still exist a small number of grassroots commonweal organizations by right of their wisdom. After their experiencing of "embryonic period" crises, they have stepped into the "growing" period. This paper tries to study the development of these grassroots commonweal organizations which have got rid of adversity. Namely, what unique qualities and abilities they possess as well as how they could maintain their developing continuity. This paper intends to provide a useful reference for others by mining and refining their successful operation.Qualitative research methods, as well as literature, participant observation and semi-structured interview, on the basis of operating conditions, the organizational framework, personnel management, financing, project development and the interaction with the government. There exist four key elements of success:the wisdom of entrepreneur, the business times, accurate grasp of the demands and the cooperation strategy with the government.The full text is divided into five parts. The first describes the background of the topics, problems and research significance. The second part deals with the essential concepts and research relevant to the study. The third part in-depth analyzes the successful cases and draws conclusion about their successful development from the perspective of fund, project and framework. The forth tries to ponder the development of grassroots commonweal organizations from the successful individual cases. The last part intends to analyze and discuss both externally and internally the healthy developing feasibility path of China’s grassroots commonweal organizations in the future.
