According to the option standard set by the third wave survey questionnaires on the social status of women in China, the research objects are mainly set in three areas, namely, the professional and technical personnel from intermediate and higher titles, the cadres of offices and sections in the Party and government, person in charge of large and medium-sized enterprises or management personnel more than mid-level. In the process of concrete analysis, the male high-level talent in the same field is as the reference group for research. The statistical analysis of the questionnaire in Shanxi shows:female high-level talents group generally have a good education background, a higher level of job satisfaction and participation in the political society. The facing problems in the development of female high-level talents group lies in the unsound social system policy, the objective social environment, traditional culture shackles and female subject consciousness is not strong. In order to promote the development of female high-level talent group, we should perfect relevant policies and regulations, construct the institutional environment which is conducive to safeguard legitimate rights and interests of the female high-level talents; carry out the social public opinion propaganda, create the social culture atmosphere which is good for female high-level talents; Pay attention to improve their own quality and ability.The first chapter mainly introduces the growth and development situation of female high-level talents in Shanxi, through the systematic analysis of the data in the third wave survey questionnaires on the social status of women in China, we should do scientific and reasonable analysis and research on the age structure of the female senior talents, education background, working conditions, job situation, the industry and regional distribution, political and social participation status, marriage and family problems and so on.The second chapter is an essential and important part. Through the specific analysis of the existing social conditions of the female high-level talents, we can summarize out the universality of this group, which also laid a foundation to find the existing problems and take active measures and policies in the next step.It is primarily in examining the current women’s development and current situation of the development of high-level talents, from which we can find the basic features of high-level personnel and the development law of women group. Through the above analysis of growth trajectory of the female high-level talents, and the overall situation of women’s high-level talent groups is compared with the current men’s in society, such as the education, job employment, political and social participation conditions as well as marriage and family status, from which we can generally conclude some typical characteristics of high level talent group, namely women high-level personnel generally have a good education background, and quite a few people had the study experience of the key colleges and universities at home and abroad; the working condition of female high-level personnel is relatively stable, job satisfaction is also at a higher level; Female high-level personnel is also with a higher level of political and social participation; The vast majority of female high-level talents enjoy relatively stable status and equal status with men in marriage and family life. Specifically, the growth and development laws of the female high-level talents group are:a good education background is an important basis of female talent; Comprehensive policy support are an important guarantee of female high-level talents; Supportive environment in the office is the fertile soil of female talent; The understanding and support from the family will always provided strong backing for women; Their own initiative is the important driving force in the process of women to become a useful person.Following the basic characteristics and the growth law of development of female high-level talent group, the third chapter makes a comprehensive and objective analysis of the advantages and disadvantages of this group, focusing on the analysis of the major difficulties in the process of the growth and development for the female high-level talents in recent years. Firstly, due to China’s economic and social sustainable development and the progress of social civilization in recent years, women education levels have increased significantly, the number of female talent has also increased fiercely, the talent gender structure in the various industries and various fields also has significant improvement, the space in which women can play a role is further expanded, more and more women are active in the wide stage of the society, harvest the same,even higher success,compared with men in the field of politics, economy, culture, and many other fields, they are interpreting the real meaning of "women hold up half the sky" with their own wisdom and achievements. But at the same time, due to the social system factors, national policies, cultural tradition, women themselves and other various reasons, the overall situation of the growth and development of high-level women talents is still not optimistic. The main problems in the development of the female high-level talent group lie in the public resource allocation system deficiencies,which prevent them from giving full play to their career potential; The imperfect employment security policies limit promotion space of female high-level personnel; Traditional concept of gender culture, to a certain extent, bounds the development of female high-level talents.the barriers on the women themselves influence the further development of the female professional process.The fourth chapter is mainly that the countermeasures and suggestions to promote the healthy growth of women’s high-level talent is put forward, aiming at solving for the major problems that women’s high-level talent group suffered. To strengthen the construction of high-level talent team vigorously, pay special attention to the professional development of female high-level talents, break through the "glass ceiling", which requires the joint efforts from the Chinese government, society and women themselves, the government should formulate and perfect the corresponding policies and regulations to promote the development of gender equality, construct the institutional environment which is conducive to protect the healthy growth of women’s high-level talent; Public opinion propagandas civilization outlook, focusing on the widely publicity of advanced gender culture, actively building the social culture atmosphere of the growth of women’s high-level talent; Women themselves also consciously overcome weaknesses, cultivate their own struggle and competition consciousness, improve their own quality and ability.
