As environmental issues become "whether capitalist or socialist countries, is the common trouble" in the advanced countries in the world, when the environmental problems unbalanced ecosystem, ecological deficit, have become increasingly prominent, the environment administration was as a powerful way to solve these problems and is widely used in.the implementation of the "Administrative Coercion Law" in January1,2012established in the administrative enforcement system to establish the environmental administrative compulsory system has laid a good foundation. However, attachment, seizure, freezing of the administrative organs of environmental protection administrative coercive means, the law is not clear, to take coercive measures, wanton pollution damage to the environment and other illegal acts cannot; The punishment for the relative people do not take the initiative to fulfill the environmental administrative punishment decisions without enforcement for security. In this case, the environmental administrative enforcement system for legal, its authority and pertinence, displays its unique environmental governance. Research of environmental administrative enforcement system, to promote the harmonious coexistence of man and nature, is conducive to the building of a socialist ecological civilization.Environmental administrative enforcement system is the environmental administrative compulsory measures and the environment are two systems of administrative enforcement. Scholars in the foundation of environmental administrative compulsory system of study and my understanding of the collected information on the borrowing, the environmental administrative system in China were analyzed. From the viewpoint of related concepts of environmental administrative enforcement and perfection of the system of environmental administrative compulsory system’s necessity, elaborated the theoretical basis of environmental administrative system, the establishment of a sound theoretical system, provide powerful theoretical support rationality and necessity for the environmental administrative system. China’s environmental administrative compulsory system problems are mainly embodied in three aspects:environmental administrative enforcement of "subject","the kinds of problems" and "procedures" are specific, systematic development and analysis, puts forward specific improvement measures.This paper aims to further expound the basic problems of enforcement system of environmental administrative in our country,strengthen the environmental administrative enforcement system of theoretical study and practical exploration, as the construction of the new period "beautiful China" service.
