The grassroots public security agencies who were the leading edge of daily social security maintain organizations will confront with a series of problems. Such as financial deficits, restrictions in organization and affection by many other factors. The grassroots public security agencies are facing with shortage of police numerical strength.After many years’police team construction. Generally speaking, grassroots public security agencies have been consolidated. Their comprehensive quality also has been improved. However, grassroots work in new circumstances usually encounters problems like inefficiency and serious internal frictions.The grassroots policemen who fight at the frontline should take the holy responsibilities of public security agencies in the new situation. They can remit their constraints by reducing internal friction, raising efficiency in their work. In a word, the construction of police team has great meaning. In recent two years, due to the restriction of related system and some other problems lead to serious consequences which greatly affected XX public security subbureau’s team construction and development of public security career.This thesis set XX public security subbureau as an object of study which firstly introduced the current situation in grassroots police team structure and manpower resource of XX public security subbureau by combination of research achievement at home and overseas, questionnaire survey and interviews. It confirmed the achievement in grassroots police team construction and found many problems and shortages by comprehensive analysis of its current situation. Such as some policemen lack of team spirit, some leaders’ poor quality which lead to less plans in team construction, poor in safeguard measurements, lack of spiritual culture and imperfect in relevant mechanism.Then, by the use of police manpower resource management theories, management theories and team construction theories, the thesis get a deeply and comprehensive summary of the existing problems. The problems include historical and cultural reasons.Furthermore, reasons of relevant systems, education and training aspects and so on. Finally, the thesis comes up with some advice and strategies to increase the efficiency of the team construction by strengthen ideology, perfecting in overall planning and organizational guarantee.On one hand, this thesis hopes that the research could provide relative theoretical basis and practical reference for the grassroots public security to integrate the limited existing available resources to solve the problems which confronted with. On the other hand, to some extent it would be used as reference for other grassroots security egencies to enrich the theory of team construction.
