Towards the end of the20th century, management perspective came to be under light in the public sector. This was achieved through the dominance of management paradigm, global economic recession, and changes in governmental ideologies. As a result, nations all over the world pursued efficiency, and carried out administrative overall accepting the neo liberalism, which was enjoying prosperity as an exception.China and Korea have many similarities in cultural perspective because many part of culture in two countries have been based on and come from Confucianism. However, according to many scholars, individualistic alternatives as prescribed by neo liberalistic administrative reforms cannot be easily integrated to Korean public sector because of Confucian culture and order. That rebellion also could be found in China when they initiate the innovation plan in public sector for more efficient and productive organization. So it would be important to review motivations that can further induce creative activities of organizational members to ultimately improve on achievement and efficiency.In this study, I plan to assess the impact of organizational support, quality of exchange between the supervisor and the subject, and performance-based compensation on organization member’s attitude, behavior, and innovative activities. I establish research model and hypothesis based on precedent research and carry out surveys on Korea’s public service officials and utilize statistical significance analysis over the results to decide whether to accept the hypothesis. The results of this study will suggest something to public sector innovation in China.
