Proper disposal of public emergency and information dissemination are very important.Public emergency information dissemination is very vital for people to know the truth, to copewith the events, to settle things down, to ease social trauma, to resume stability and to promotethe harmonious development of society. However, in practice, there are all sorts of obstacles inthe process of the public emergency information dissemination. The main purpose of the paper isto analyze different forms of hindering the information transmission, identify the cause of theobstacles and provide effective method to eliminate obstacles.In reality, the spread of public emergency information dissemination is not smooth. Thereare obstacles in the process of spreading. These obstacles come from the subject and object ofthe communication and also likely come from transmission channel. On the government side,covering the fact under fear, insufficient understanding of information disclosure, delayedinformation release, improper intervention of media information dissemination, unprofessionalresponse to information transmission, etc are the obstacles. As for the media, obstacles occur inthe following aspects:not reporting the news, or reporting the news not in a time, not takinginitiative access to information, reporting the news incorrectly, following the other reports, andexcessive concentration reports, etc.Because of the government one-sided achievements consciousness and subjective attitudeof reassuring the people, lack of understanding of the public’s right, disregard and disrespectfor media rights, led to the barrier that government can’t collect and release the information.Because of the wrong thoughts,such as the media should obey superior,market interests aboveeverything else and some journalists are dishonest, led to cause some situation.The situationincluded that media dare not to repot the news, avoid reporting the news and reportmisrepresentations. In addition, because of the public knowledge level is general and medialiteracy is not good enough, people choose to trust the information that comes from the otherchannels and they do not trust the traditional media, paying much attention to the superficialinformation and ignoring the deep information.These situation will not only affect the people toknow and understand the information but also weaken the strength of the informationdissemination and communicating effect. The consequences that the formation of information communication barriers is obvious.Itnot only affects on coping the events and lead to the crisis but also cause unnecessarypanic,worsen the social unrest.It Even brew secondary crisis; and it can also make thegovernment and the media’s image and credibility. Decline.However, in the face of frequent public emergencies, what should the government do toadopt this kind of communication barrier measures to deal with the incident, how the traditionalmedia and new media should help the government do the news and public opinion supervision?This is worth pondering. The government should improve the understanding, strengthenconsciousness, get rid of the wrong ideas and knowledge, and around public emergencyinformation disclosure to promote mechanism and system reform, and the government shouldhave a good use of traditional media and new media, take the initiative to the dissemination ofinformation and public opinion guidance. The media should establish a correct understanding,strengthen its responsibility, play a good role in media organization and mobilization of fourfunctions, do a good job in news and public opinion supervision.
