The Current Situation And Countermeasures Of Construction Industry Migrant Workers’basic Cultural Life In Chengdu Wenjiang

Urbanization is an inevitable way of modern development, it is an important measure of a country’s modernization, the level of urbanization largely affects the realization of the modernization. China is in a critical period of economic and social transformation, economic system, social system, internal and external environment is undergoing rapid change, various social contradictions have become increasingly prominent. Urbanization, industrialization greatly stimulate the economic vitality, this trend will inevitably lead to massive rural population to urban areas, which triggered a series of questions on the management and operation of the modern city, improper handling may become social contradictions flashpoint. Economic system transition, with the in-depth development of reform and opening up, migrant worker is a special group in the process of urbanization, they make great contributions to the construction of the city who can not be ignored.There are many problems in our social life:discordant distribution of income, the gap between the rich and the poor, disharmony in all sectors of society, and the greatest discord is urban and rural disharmony. Migrant workers as the new members of the urban social life, their characteristics, behaviors, ideas are different from the urban population, they can not quickly adapt to city life in the process of integration. For this kind of problems, the government introduced the relevant policies and measures to adjust the existing system, and have achieved a significant effect, but most of the researches focused on the improvement of the material conditions, while ignoring the spiritual and cultural needs of migrant workers, the protection of cultural rights is still the weak link. Concerning about the quality of the cultural life of the migrant workers, enriching the content of their cultural life, promoting the level and quality of cultural life, meet the needs of migrant workers, but also the important aspects of promoting the integration of urban and rural areas, building a socialist harmonious society. From the current situation of the study, domestic scholars have done a more comprehensive study about migrant workers social integration, the focuses are migrant workers wage arrears, the follow-up of the social security system, education of children of migrant workers, etc., and the cultural integration of migrant workers still has space to develop. There are two innovations of this paper: First, from the point of view of the migrant workers" cultural rights and interests to explore the process; Second, use the government compensation mechanisms for migrant workers to provide basic services in their cultural life. Research methods are combination of literature and survey, literature data and actual survey results, qualitative analysis and quantitative research, standardized research and empirical research.The survey sample is WenJiang District migrant workers of construction.Analyzed with the findings obtained in the cases of migrant workers. From the individual case to the general, from the multi-dimensional analysis of this issue to analyze this phenomenon,in order to provide some suggestions to improve the quality of culture life of migrant workers.The paper is divided into five parts. The first part is an introduction, mainly on the research background and significance, research contents and methods, research status at home and abroad, as well as innovations and deficiencies of this paper. By way of preliminary understanding of the social macro-economic environment, and grasping the general problems of migrant workers in China, pave the way to the further study.The second part of the paper involved in the interpretation of the main concepts and theories, mainly explains the connotation and denotation of migrant workers and cultural life, to clearly define the scope of the study, summarized the general characteristics of the cultural life of China’s migrant workers, introduced the dual attributes of cultural products and the main supply, at last, introduce the public service equalization theory in a brief overview.The third part is the investigation of Chengdu WenJiang District migrant workers of construction industry, it contains two aspects:migrant workers basic personal information and their daily cultural life. By data management and statistical analysis, finding that the existing problems in cultural life of the migrant workers:lack of cultural life time, low quality, a wide gap between demand and supply, low levels of participation and attention. Based on the analysis, we find out the reasons for the above problems:objective material conditions; subjective factors; external environment constraints; benign environment missing.The fourth part is related countermeasures to improve the cultural life status of migrant workers. Government should to play a role of planning relevant policies, macro-guidance, integrating of resources. Enterprises carry out the necessary skills training and education. Communities provide a variety of cultural activities for migrant workers. Migrant workers as the main part of cultural life, should enhance their own quality and set up some cultural groups to grow their own organizations, maintaining and defending the cultural rights and interests.The fifth part is the conclusion. Briefly review and summarize the content, the main points and conclusions, finding that the problems exist in the course of the study and the areas for improvement.
