The kingdom of Cambodia, called the khmer. It has a long history and splendidancient civilization. But Cambodia is also a country be dogged by badluck,coupled with the "Khmer Rouge" event, the political situation in Cambodiawas chaotic, a lot of talent and the persecution of scholars and experts for thedevelopment of the country, caused certain loss.The Cambodia civil service system established a comparatively short time, so it isstill in the initial stage of development. System, salary system and supervisionrelated is not perfect, soresearch in the middle of corruption of civil servants, thegovernment in recent years to combat public corruption spare no effort, but hadlittle effect, most the reason, a great degree lies in the civil service pay system isnot perfect, for example as Cambodia salary level is low, security system notperfect, so many civil servants have to rush into danger, for their own selfish useillegal means.Civil service pay system is an important component of the civil service system, butalso an important content of the income distribution system. For civil servants, thesalary is the labor services in return, the ten sources of individual economy; for theorganization,compensation related to cost control. Governments have recognizedthe compensation system on theenormous function and strategic meaning of publicofficials and the public sector, so in this background,more the power relatedproblem research.This paper is divided into five chapters, the first chapter is the introduction part,mainly research the background, purpose, significance and other aspects. Thesecond chapter is the basic concepts and basic theory, this chapter ismainlyexpounds theconcept and themanagement of the salary of civil servants. Thethird chapter studies the classification and comparison of the Cambodian civilservants, the civil service positioncategories are not the same, the correspondingcompensation is not the same, so the research in this chapter is very important.Acomparative study of the fourth chapterpay classification of Kampucheacivilservants and Chinese civil servants, this chapter mainly researches theclassification difference exists in two countries in salary. The fifth chapter the advantages and disadvantages, Cambodia national compensationmanagementresearch through analysis, combined with the Chinese successfuldevelopment experience, toput forward the future direction of developmentofKampuchea nationalcivil servant salary management. The last chapter is theintermediary.
