Abstract/Summary:
Different political systems are practiced in the two sides of the Taiwan straits. From legislation systemto government system and from party system to election system, the two sides of the Taiwan straits havetheir own characteristics. In primary election, although the primary election systems of the two sides of theTaiwan straits are different, they are, meanwhile, similar in the primary electoral contents. Therefore, thesimilarities in the primary electoral contents and the differences in the primary election systems make itpossible to conduct a comparative study of the two sides of the Taiwan straits and are also the importantstarting point to this comparative study.The two sides of the Taiwan straits have roughly similar primary electoral contents which specificallyconclude the representative election of the town People’s congress in mainland, the deputy election of thetown council in Taiwan area, the election of the village committee in mainland and the election of thevillage chief in Taiwan area.The primary election of the two sides of the Taiwan straits respectively were influenced by their ownsuch factors as history, political systems and political culture. After a long period of practice anddevelopment, each of them have formed their own election model and election culture. From aninstitutional perspective, the primary election systems of the mainland built up on the basis of its specificnational conditions and its development of history and with the democratic ideas that all power belongs tothe people and the people are the masters; the primary election systems of Taiwan area was influenced byits tradition of self-government and gradually grown up from its electoral practice. From a perspective ofimplementation, the implementation of the mainland primary election has a strong pattern, especially interms of campaign, its competitiveness is not enough; in Taiwan area, normalization and competitivenessare its obvious characteristics in the implementation of its primary election, but the tendency of interest aremore serious. From a cultural perspective, the primary electoral culture of the mainland characterize achanging process of the voters’ sense of participation, a role change from mobilization to initiative; inTaiwan area, its primary electoral culture show a changing development of candidates’ ways to campaignthat will have an great effect on voters.From many differences on the primary election of the sides of the Taiwan straits, we can see that the primary election in mainland mixed the components of socialist democratic politics and the components ofChinese traditional politic culture, and the primary election in Taiwan area was a result from the clash andthe merging between the Western democratic politics and the Chinese traditional politic culture.Subsequently, there are many components which they can learn from each other.
