Tsemou Hsu early studied in the United States, Britain, majoring in politics andsociology. In this period Tsemou Hsu systematically learned the western politicaltheory, experienced American and British modern democratic politics and democraticlife. Tsemou Hsu was influenced by the western thinkers such as Russell and Harold J.Laski. It was the experience of Tsemou Hsu studying abroad that he formed his ownbasic political concept. Tsemou Hsu advocated liberalism, aspired to the westerndemocratic politics and sympathized with the socialist, but he disliked westernmodern material civilization. After returning to China in1922, Tsemou Hsu madefierce criticism of the Beiyang Government in the face of its corrupt rule. However,influenced by liberalism, Tsemou Hsu opposed to overthrow the Beiyang Governmentby violent and radical way. After Nanjing KMT Government was established, TsemouHsu once cherished the hope of the government, but he was disappointed in the darkrule of Nanjing KMT Government soon and revealed its reaction by a large number ofarticles. In the1920s, Tsemou Hsu presided over the editorial work of theSupplement to Morning News and he launched a discussion of how to realize andtreat Soviet Russia. Tsemou Hsu suspected theories and methods of the revolution ofSoviet Russia and had a doubt on socialist democracy of Soviet Russia. Tsemou Hsuwas against China learning Soviet Russia, but he praised the great spirit of therevolutionaries and appreciated noble character of the revolutionaries who struggledfor the ideal. The concept of Soviet Russia of Tsemou Hsu was an expression of hisliberalism ideology.
