| The21st century is "the century of rapid urbanization." The accelerating urbanization and rapid social transformation, have generally resul in urban public increasing frequently and seriuysly. How to make the various types of public crises be handed effectively without delay, has become an important topic of our city government at all levels. Since the reform and opening up, China’s economy got a great promotion, society develop steadily, but also gradually formed a strong contrast situation of a strong government and frail community. As the main institutions of public crisis management, the government occupies the absolute public authority and a lot of administrative resources. As the basic unit of the cities, urban communities has the unique advantage of dealing with the crisis, should become the important cornerstone of the city emergency management system. To enhance urban community public crisis response capacity, it’s the key that promotes streamlining of government agencies and transformation of functions, and will also lead the city to a healthy and prosperous, long-term and stability development track.In the reality, the improvement of community public crisis response ability, remains the institutional inertia, resource shortages and other difficulties, needs to go through a longer term of transitional, periodical governmental cultivation process. Therefore, this paper summarizes the current situation of our government cultivation on urban communities’public crises responsed ability, tries to identify exit deficiencies, analyse the in-depth reasons, and then deem that the government should follow some principles when cultivate the urban communities’coping public crises capacity.
