Export of conventional arms refers to " conventional arms leave manufacturing countryto others of the world through the mode of transportation of water, land and air.” The absenceof common international standards on the import, export and transfer of conventional arms isa contributory factor to conflict, the displacement of people, crime and terrorism, andundermines peace, security and sustainable development. The United States has dominatedthe global market of arms export during the post-cold war era. The core problem of this paperis The motivation and influence of the U.S. arms export during the post-cold war era.This article is divided into five parts. The first part focuses on the ways andcharacteristics of the U.S. arms export during the post-cold war era. Foreign military sales anddirect commercial sales are the two major ways. The four characteristics are leading exportsmarket, expanding the scope of importer, trying to strengthen contact arms export with humanrights issues, arms used widely in the regional conflicts. The second part focuses on themotivation of the U.S. arms export during the post-cold war era. There are four motivations.The first is to consolidate and develop the defense industrial base; the second is to achievegoals of security strategy; the third is to make the balance of payments, safeguardemployment and tax; the fourth is to meet the demand of military industry. The third partfocuses on the influence of the U.S. arms export during the post-cold war era. Irresponsiblearms exports may lead to arms race, intensifying conflict, and infringe human rights indirectly.The fourth part is the case of Indonesia. This case proves that the United States will givepriority to the real motivation when the real motive conflict with human rights standards. Thefifth part is the case of Congo. This case demonstrates that the irresponsible arms exportsexacerbated violent crackdown of the authoritarian government and intensifyinged regionalconflicts, indirectly infringed the Congolese and its surrounding areas.
