All over the world, at least1500people are killed in armed violence every day. In seriousarmed conflict area, the people of the entire community become destitute and homeless,humanitarian crisis surge, family life is destructed, economic development delay,international law is violated repeatedly. Although the global arms trade is not the rootcauses of the disaster. But if the control is poor, the international arms trade would havedirect or indirect effect on the disaster. The international community’s efforts to controlconventional weapons have never been interrupted. Although the use of the existing treatybanned many kinds of conventional weapons, their common characteristic is just trying tosolve a small part of the legitimacy of weapons, there isn’t any provisions about legitimacyand access channels to many other types of weapons.The arms trade treaty is the first global treaty to regulate conventional arms trade anddevelop a common international standards for the supervision of eight kinds of internationaltrade in conventional arms. From the initial proposal to the final treaty negotiations, thearms trade treaty experience a tortuous process.Through the study of arms trade treaty’s concluded background and the establishment ofsupervision system on conventional weapons. The author will discuss about its newcharacteristics and disadvantages compared with a series of arms control treaty, and itspossible impact on China weapons trade after entry into force.
