Research On Construction Of Public Cultural Service Under The Guidance Of Contemporary Marxist Cultural Theory In Xiamen City

Culture is the soul of a nation,is the country’s soft power.The Third Plenary Session of the18th Central Committee of the Communist put forward "establish and improve the modernpublic cultural services,modern cultural market system,and promote socialist culturaldevelopment and prosperity.China is establishing the "bottom line standards"of public culturalservices,involving a lot of changes in the cultural institutions and cultural industry.Construction of public cultural services is an indispensable element of harmonious societyin China,on the basis of recognition of the importance of public cultural services public culturalservices have generally agreed, it is necessary to trace theoretical origins, especially Marxistcultural theory, in order to make the theory and practice complement each other. Marxist theoryproves that culture is based on the human labor, is a unique and prescriptive nature of humansociety, and is the essence of human existence and an indispensable important part of SocialExistence. Meanwhilet Marxist Cultural theory itself is the scientific summary achievements,proletariat has been seeking their own liberation and human freedom in the overall development.XiaMen,the country’s first public cultural service system demonstration area, not only hasachieved many remarkable achievements,but also meets the challeng in the construction ofpublic cultural services.There are many policies and measures,in ShangHai,ShenZhen,LosAngeles,London and the other’s public cultural service experience,can be used for the practicalapplication by XiaMen,and even the eastern coastal cities. According to the cultural theoreticalsystem of Chinese socialism, and modernised,fundamental,equalized,standardised requirements,XiaMen should focus on the following five points:First,strengthening functions of thegovernment’s overall planning and the leading role of the government in the construction ofpublic cultural services. Second,attaching importance to public participation, and highlightingthe concept of cultural values of people-oriented, to benefit all the people. Third,adhering to thesystem of core socialist values, promote mainstream values,and enhance national confidence.Fourth,innovate the forms of public service culture, and gradually expand public culturalservices. Fifth,Clearing positioning of urban culture, building the western part of TaiWan strait aswell as domestic and international well-known cultural brand.
