As the reserve army of cadre team, young cadres shoulder the important mission to safeguard the country. Their training and selection is an urgent task to strengthen the leadership and cadre team’s construction. And it’s also a strategic requirement that is related to the Party and the country’s future. Our party has leaded the vigorous development of China for more than60years. They always attached great importance to training and selecting young cadres. And they made it an important content of our Party’s cadre personnel work. As the important employment system of young cadres, exceptional promotion makes up the disadvantages of the traditional cadre selection method and breaks the limitation of promotion for seniority and migration of steps. It follows the standard of "excellent" and "special operational needs" According to the performance and moral, it chooses the talents. That makes more and more outstanding young cadres take the job of leading positions. That injects the vigor and vitality to the entire cadres and promotes the wealthy and powerful "China dream" to come true.But in recent years, the event of illegal promotion of young cadre exposed repeatedly."The youngest Town Mayor","the youngest mayor","the youngest officer" appeared frequently, that made the exceptional promotion fell into the quagmire of public opinions and deviated from the track of healthy development. The problem of young cadre’s exceptional promotion was highlighted. First of all, the cadres of promotion are short of performance and ability. That offended against the employment standard of ability and integrity. Secondly, the phenomenon of illegal promotion and abuse of civil rights often appeared. Thirdly, the frequent promotion of officer’s children had blocked the upward circulation channel of underclass. To a certain extent, that reinforced the hierarchy solidification. Then, the citizens always assume the government is guilty, that made the exceptional promotion work into an inertial dilemma. Finally, the government emergency disposal is underserved after the exposure of exceptional promotion. And that declined the public employment trust. The reasons of this situation mainly include the following aspects. For example, the path dependence of the informal system, the slowness of standards and procedural requirements of the exceptional promotion, the non-open of promotion information, the non-existing of power supervision, the poor implementation of administrative accountability, the lack of effective supervision, the imperfection of avoidance system and the inequality of social capital. In order to speed up the stand of young cadres and promote the healthy development of exceptional promotion, the article put forward relevant suggestions from the perspective ought. Firstly, change the concept of thinking and shape the modern administrative culture, to break the path dependence of informal system. Secondly, improving the employment standards and procedural requirements, regulate the exceptional promotion work. Thirdly, expanding the information disclosure of exceptional promotion and attaching importance to the government web spokesman, protect people’ right to know. Fourthly, building effective supervision system, through the diversity of supervision and the innovation of the supervision mode, to limit the abuse of power. Fifthly, government must carry out the accountability system for administrative responsibility, define responsibilities clearly, strict accountability and strengthen the power and responsibility unified. Sixth, improving the avoidance system of cadre selection, expanding the content of appointment of avoidance system, curb the close relatives’ promotion. Seventh, though the development of a unified law such as the "Party and government leading cadres’ electoral law" and related laws and regulations, to strengthen the construction of the legislative system, and get rid of the barriers of social capital.
