The Chinese Communist Party Cadre Echelon Construction Research

This dissertation is a monographic research paper of the Party’s cadre echelonconstruction from the view of the Party’s cadre echelon system, including fivechapters.Chapter1is an introduction. It clarifies the three cadre echelon and dividesroughly the history of the Party’s cadres construction work into three periods firstly,including the pre-echelon construction period, the echelon construction period and thepost-echelon construction period, then combs and reviews researches on the Party’scadre construction, putting forward the basic research intent of this dissertation basedon it, and finally introduces briefly the structure and research methods of thedissertation.Chapter2expounds simply the Party’s cadre selection during the pre-echelonconstruction period. Firstly, the chapter states briefly the principle and policy of theParty’s cadre selection during the period with the core of the Party’s leaders such asMao Zedong as the main clue. Then, it focuses on the cadre selection standards of theCCP during the pre-echelon construction period in order to looking for the relationbetween them and the cadre echelon construction and its selection standards of todayto seek some historical origins and clues for the Party’s cadre echelon constructionand its selection system.Chapter3is the backbone of the paper, exploring the Party’s cadre echelonconstruction of the echelon period. The first section of it combs and elaboratescarefully the background and process of the Party’s cadre echelon construction systemwith time as the main clue. The second section describes mainly the thought andpolicy and their development of the criteria for selecting and training young cadres ofDeng Xiaoping and Chen Yun. The third section, also using time as the main clue,explores the implementation of the cadre echelon construction.Chapter4discusses the status of the Party’s post-echelon construction since1992briefly. First, the chapter combs the legislation of the Party’s cadre selection duringthis period promulgated and implemented by the CPC Central Committee and State Council. Then, the chapter selects some typical instances to discuss some innovativeexaminations and practices in the Party’s cadre selection.Chapter5is a theoretical reflection on the Party’s cadre echelon construction.This dissertation argues that the Party’s cadre echelon construction being the outcomeof the condition of the special history period after the "Cultural Revolution", thoughhas its necessity and rationality, should not be a conventional system for selecting andtraining cadres, and that power comes from people, genuine knowledge comes frompractice, and the cadre construction should break the inherited paradigm of thinkingof the echelon construction to carry forward the spirit of democracy truly to try hardlyto build an open, fair and impartial mechanism of cadre selection to select a numberof good cadres through practice test. This dissertation combs and studies the origin ofthe Party’s cadre echelon construction system, analyzes the environmental differencesbetween that very years and today in hope of promoting todays cadre selecting systemof CCP to develop, perfect, science and modernize.
