Minimum living security system is an important component of the social security system, whichprovides basic necessities for the poor and fully embodies the meaning of justice. Minimum living securityis based on the wide-covered, basic-secured institutional model. It is the most effective measurement toeradicate absolute poverty and to secure social harmony and stability. Henan province has witnessed itsminimum living security system developing from scratch to achievement, especially in the protection ofsuccess. Nevertheless for historical reasons, the system is divided into urban part and rural part, leading tothe big gap between those two: urban strong while rural weak; urban in the lead while rural behind. The biggap between the institutions has led to an adverse situation.In this paper we mainly focus on development status of urban and rural minimum living securitysystem and look into the important developing stage of Central Plains Economic Zone. In the study case ofX city, by comparing the differences of arrangement, scope, standards, management mode and governmentfinancial input between urban and rural minimum living security system, we could come to the conclusionthat a huge difference exists between the two. Through the study of data and information we can find outthe source of the problems which leads to differences in urban and rural areas. It also came to our concernthat urban-rural differences have furthered the economic gaps between rural and urban, which is notconducive to the maintenance of social fairness and justice. Furthermore, it hinders coordinating theconstruction of the social security system and adversely affect the development of social harmony. Tocounteract the adverse effect of urban-rural dual structure, the lack of rationality in top-level design, theshort of minimum living security system, the imbalance of government financial investment and economicconditions of rural area, there are lots of options to develop urban and rural minimum living securitysystem. Such as the reform of the household registration system, getting rid of split dual structure,increasing the central and local governments’ investment, to raise the minimum living standard, improvethe minimum living security system management system, vigorously developing the rural economy andimproving peasants’ lives standards, perfecting top-level design and so on. We aim to provide suggestionsfor development of minimum living standard security system.
