Study On Government Governance Of The Environmental Group Events In Guangxi

Our country is in the transition period, environmental group events showeda high incidence trend, and the causes of the complexity and the imperfectexisting governance mechanism bring a certain degree of difficulty to thegovernment management. The external reason lies in that in order to reverse thelocal economy lagging, the local government through investment and othermeasures to attract industry in rural areas, but in this process, governmentenvironmental link is not in place, the EIA information disclosure is notcomplete or not open, causing information asymmetry. Coupled with the lack ofcorporate social responsibility, ignoring environmental protection, wantoningdischarge of pollution, caused some damage to the surrounding environment,which accumulate people’s grievances. With the increased pollution, peopleappeal to petition with the reasonable demands for the sustainable developmentof the living environment. but people are not often have the respond from thegovernment and enterprises effectively, resulting in rising from the internalcontradictions among the people to the large-scale environmental group events.The internal reason is that people know little about the enterprises introduced bygovernment and plus the guide of the previous protests from pollution project events and the public awareness of the role of popularity in psychology andprevention, which is effective for taking self rights. there are the things thatcould be dealt with by the original concept, and the reasonable demandevolutiond into a non rational behavior. Guangxi has the same sort of economicdevelopment and environmental protection in the process of economic andsocial development dilemma as the eastern region. how to balance therelationship between the them is the issues to be considered by the Guangxigovernment at present. With the increasing contradiction between economicdevelopment and environmental protection, environmental group events alsoshowed an upward trend year by year. This article tries to take the event ofenvironmental group in Guangxi in recent years as the research object, throughthe Guangxi historical data to analyze the group events and development trendof environment, in recent years and through the typical case--prevention andrelief of environmental groups to find out the questions of the governanceenvironment of the Guangxi government in group events, and deeply the internaland external factors of the environmental group events combining with otherarea of case to analysis. finally puts forward some feasible countermeasures toprovide a theoretical reference for the environmental group events management.
