| In the Third Plenary Session of the18thCentral Committee of the Communist, the general reformobjective is explicitly put forward to advance national governance system and modernize governanceability. Not only being one of the most important parts, social governance system is also one importantreform mission emphasized by the Communist Party and our country during a long period from currenttimes to the future. We are neither familiar nor strange to the concept of social governance, for what ourgovernment mentioned was about social management before the Third Plenary Session of the18thCentralCommittee, while the concept of Social Governance appears in the central document of “CentralCommittee of CPC’s Decision on Some Significant Problems of Entirely Deepening Reform” for the firsttime in the third Plenary Session of the18thCentral Committee of the Communist. In that meeting, theconcept of Social Management is clearly converted into the concept of Social Governance, which expressesCPC’s concept innovation and practice breakthrough on managing the country and society. It also embodiesCPC’s correct assurance and scientific knowledge of China’s law of social development and social situation,giving further expression to the New Term’s resolution and vigor on constantly deepening the reforms.Since the reform and opening up, our country’s economical system and social organization havesignificantly changed, and the social structure has tended to become more complex. What’s more,especially with the rapid economical development, the benefit pattern had profoundly adjusted and somesocial issues have become more prominent. Another fact is that China’s social governance is relativelylagging behind, which makes all sorts of contradictions mutually interacted and much sharper. Manyfundamental and deep social issues haven’t been effectively solved for a long time, which has seriouslyaffected our society’s harmonious stability and healthy economical development. To solve this problem, theParty and our country have always been positively exploring and practicing some issues on how to makebetter social management and how to defuse social contradictions so that socialist market economy candevelop healthily and orderly, which has made some certain effects. But since a long time, thegovernment’s usage as main body has still been highlighted. Most social affairs depend on theadministrative means to be managed and executed, and the system of other social organizations’ participation in social governance is not complete except the national administrative departments, while itis not obvious for the market strength to play its role in social management. As a result, the old ideas andmanagement system obviously can’t meet the economical and social requirements of our country’s rapiddevelopment. The objective reality of the economical society requires that we should deal well with therelationship between government and market, and the government should reexamine its usage on themarket rather than intervening the market. At the same time, the market should be given full play to itsdecisive usage on the resource allocation. The Party and our country should practically transform the socialsupervisor mode, innovate social governance system and improve the governance patters. Only by thesemeans can the social contradictions be effectively prevented and defused and China’s economical societybe promoted rapidly. Taking vast people’s basic benefit as the starting point and ultimate goal, SocialGovernance will give full play to the government’s leading role on the basis of unswervingly adhering tothe Party’s Leadership, encourage and support all quarters of the society to participate in the socialgovernance, and improve the Civil Society Organizations to manage and coordinate social affairs. As aresult, the benign interaction and harmonious development of government management, society’sself-regulation and residents’ self-governance can be realized so as to increase the harmonious factors to themost extent and strengthen the society’s vigor and maintain national safety. It should be made sure thatpeople live and work in peace and contentment in a stable society.The meeting also puts forward the proposal that the round-way reform must start from and stop atpromoting social justice and fairness. As one essential national policy, Rule-by-law is also the basicassurance to promote the social equality and justice. Any reform should accord to the requirements ofRule-by-law. Therefore, it is obligatory to follow the legalized path and take Rule-by-law as assurance inorder to innovate social ruling system and improve social ruling mode, which is also the basic principle wemust adhere to during the process of social governance innovation. Without insisting in the legal ruling, thesocial order won’t be standardized effectively and social contradictions won’t be effectively defused, norwith the social stability and social harmony. Guided by Marxism Theory, China, a socialist country, needsto apply Marxism Ruling-by-law Thought to the concrete practice during the legal period of socialgovernance. As a result, it is necessary to research on the valuable application of Marxism Ruling-by-lawThought on social governance innovation. My paper mainly analyzes the implication of social governance innovation and its relationshipwith the rule of law. Besides, it also explains the ideological implication of Marxism Ruling-by-lawThoughts, its development and its usage on social governance innovation and its value.By analyzing the application and value of Marxism Ruling-by-law Thoughts and on the base ofpredecessors’ theoretical analysis, this paper puts forward some targeted suggestions under the backgroundof China’s physical truth, which is used for reference to the innovation of China’s social governancesystem and the improvement of ways of social management.. |
