Study On The NIMBY Conflict Settlement Mechanism From The Perspective Of Stakeholders

The development of urbanization and economy brings the people’s highly politicalparticipation,and the rising democratic consciousness,besides, participation of vitalself-interest is improved significantly. Originated in the1970s, NIMBY developed itsrelated concepts.They are: NIMBY effect, NIMBY phenomenon, NIMBY complex,NIMBY conflict, NIMBY mass incidents, etc. As public infrastructure,the public willbenefit from the construction of the NIMBY facility, but inevitably damage the interests ofthe part of the public, especially nearby residents. They are caused to revolt due tounequal"cost-returns" structure. If the government doesn’t get resolved in time, it canbring about larger resistance.The universal measures taken by the government are blockeddue to damage the interests of a small group, even cause mass protests. From GuangzhouIncident against the garbage incineration in2009to Ningbo PX Incident in2012, they arevivid examples of residents struggling under the condition of damaging the interests oftheir own behavior.NIMBY incidents occurring in recent years in our country are unprecedented both inquantity and scale. It presents such characteristics as the mass participation, difficult topredict the situation, strong diffusibility and the remaining to solve systematically, so it isvital to society to deal with NIMBY. It can make significant impact on the local economicand social development, social public opinion and people’s psychology, and it has becomea hot issue of common concern to the social from all walks of life. Positive prevention andrational disposal of NIMBY incident concerns not only the people’s vital interests, but alsothe relationship between the party and the government’s credibility, the relationshipbetween reform, development and stability. It is an important challenge to improve theruling ability of our party and control the complex situation. During the procedure ofdealing with NIMBY phenomenon, due to the isolated decision-making of the governmentand the lack of public participation, the government leads to mass incident. As the leader ofthe NIMBY incident, the government should take actions from the following three aspects:firstly, strengthen the community management, establish and improve the community earlywarning and coordination mechanism; secondly, encourage citizen orderly participationusing mass work angle, strengthen the communication with people, enhance the institutionalization and democratization of citizen participation; thirdly, encourage theestablishment of the third sector and government departments to coordinate linkagemechanism, improve the scientificity and the objectivity of expert evaluation and acts asthe citizens’ interests appeal mediation and supervision of government behavior and othermeasures to prevent and alleviate NIMBY conflict.From social conflict theory, this paper tries to analyze the object of the conflict, andcombining with the stakeholder theory, starting from the major stakeholders NIMBYinvolved,analyzes the various stakeholders in the existing problems of settlementmechanism, then the paper uses the case study to further demonstrate the existing problems,and analyzes the feasibility of NIMBY facility one by one using the polycentricgovernance theory and game theory. Finally, the paper put forward the countermeasuresfrom the perspective of stakeholders to construct the theoretical framework from theconflict resolution mechanism.
